North Carolina legislators are considering a bill that would overhaul the state’s economic development hierarchy system to address disparities between different communities within the same county. Richmond Republican Rep. Ben Moss introduced House Bill 13 this week. If enacted, directs the Joint Legislative Economic Development and Global Engagement Oversight Board to examine the county’s state economic development hierarchy ranking system and evaluate several factors.
